On June 22, 1966 the Times published an article that damaged the reputation of the feral pigeon so effectively that it has yet to fully recover. In the article, the Times quoted New York City parks commissioner Thomas P. Hoving as calling the pigeon "a rat with wings". Rats and more specifically their fleas, spread the plague in medieval Europe. Thus, a connection with rats was an implied connection to deadly disease and its spread. For decades the moniker has kindled thoughtless condemnation of pigeons in human hearts and minds. Today, more and more organizations are combating the hateful reputation.
